If I ruled the world, any patch that changed user-visible behaviour would
be required to include the corresponding update to the User's Guide.
People can't use a feature if it's not advertised; they can't test whether
it's working without a precise description of what it's supposed to do.
Also, I often find that trying to define the external interface helps
with the design itself.
