I reinstallesd haskell platform without spaces. Something changed!
A first attempt to cabal.exe update resulted in a segmentation fault, 
the second worked. Now if I do:

cabal install netwire

I cet:

$ cabal install netwire
cabal.exe:

nothing else ...
