[Haskell-beginners] problem installing network on windows

hmm maybe a step forward...

running:
cabal install network --reinstall -v

the final output lines are in fact:

Registering network-2.4.0.1...
C:\ghc\ghc-7.6.1\bin\ghc-pkg.exe update - --global --user
cabal: permission denied
