Have you done 'cabal install gtk2hs-buildtools' first?
That step is not listed under point 5.1.5, that may be an oversight.

If you have, where is gtk2hsC2hs located, is it in 
C:/Users/User/AppData/Roaming/cabal/bin or elsewhere?
