[arch-haskell] Added git-annex

Hi all,

I've just taken the time to play with git-annex a bit and I ended up
adding it to [haskell-core].  I don't know the state of the package in
[haskell-web] (arguably I should have checked before) so I'm more than
willing to remove the one in [haskell-core] if there's demand for it.

The one I added is a rather limited build, I believe the commit
