[arch-haskell] cblrepo 0.8.0 released

I've just pushed out version 0.8.0 of cblrepo.  It uses a slightly
different database layout so if you maintain packages using cblrepo
you need to convert the database using the `convertdb` command.

The HABS database has already been converted and pushed to github.
