That would be Don Stewart, the person who started the ArchHaskell work
a few years ago.  He's since moved on to other things, but he still
frequents the Haskell mailing list (in particular the HP one).

Perl is another example of filling a tiny, short-term need, and then
being a real problem in the longer term.
