Cabal or haddock? Can't export documentation from hidden module

Hi,

I opened this ticket, but then I thought
that maybe it is not related to haddock but
to how Distribution modules call haddock:

What do you think? When I don't expose
a module in .cabal file, other modules do
not show documentation imported from that
module.
