There really seems to have been a conscious change
over at MS regarding this, all downloads are now
offered via the 'MSDN download center', so I suggest
the link to the Windows Installer runtime is changed to:

http://msdn.microsoft.com/code/sample.asp?url=/msdn-files/027/001/455/msdnco
mpositedoc.xml#top

for Win9x (Win95, Win98, WinME) systems, and

http://msdn.microsoft.com/code/sample.asp?url=/msdn-files/027/001/456/msdnco
mpositedoc.xml

for NT4 (Service Pack 3 and later.)
