[Haskell] semantice of seq

Would the problematic semantics of seq be resolved if seq did nothing on 
function types?  That is to say

seq (\x -> undefined `asTypeOf` x) y reduced to y

and

seq (undefined `asTypeOf` id) y also reduced to y
