 the tarball for windows binaries does not include profiling version for
 core libraries, which leads to this cryptic error

 "base must match >=4.7 && <5, but the stack configuration has no specified
 version  (latest matching version is 4.12.0.0)"

 Also, haddock fails because there is no haddock.exe, only
 haddock-8.6.4.exe
