Comment:

 I'm going to close this, since the fact that this program doesn't
 typecheck is expected behavior (at least, according to the specification
 in the OutsideIn(X) paper, as explained in
 https://ghc.haskell.org/trac/ghc/ticket/10651#comment:2). See also #10651
 and #15649, which are similar tickets.
