 Yes, I would expect

 * In T1
   * a is `Specified`

 * In T2
   * k is `Inferred`
   * a is `Specified`

 See `Note [TyVarBndrs, TyVarBinders, TyConBinders, and visibility]` in
 `TyCoRep`.

 Richard, what do you say?

 (This will start to bite when we get visible kind application.)
