 As I mentioned over on #14769, I don't think relying on the compilation
 order of modules for determinism is the right way to do this. The
 rationale is that the compilation order can change for other reasons: the
 user may invoke GHC on a different set of modules, without changing
 anything about the source code or dependencies of any particular module.

 The determinism property we want is that the output depends only on
 * The source code of a module,
 * Its dependencies,
 * compiler flags that affect the generated code
