Comment:

 I just submitted [https://phabricator.haskell.org/D5422 D5422] which kills
 all the big enumerations but the ones for `Rules.Generate`. That last
 module is more involved so it probably deserves its own patch, and it's
 perhaps less urgent now that we got rid of hundreds of rules already.
