 I rebased `wip/llf` onto a recent HEAD commit. You can find my progress
 here: https://github.com/sgraf812/ghc/tree/llf.

 Currently, it doesn't pass the testsuite (even in default mode, which
 doesn't do any new lambda lifting), probably because I introduced some
 errors during the merge.
 I think we should continue the discussion in #9476.
