Comment:

 No, that isn't how inlining works. You do not need an INLINABLE pragma on
 a function for its unfolding to be included in an interface file and used
 at a call site. (Otherwise virtually nothing would get inlined ever!)

 Can you provide a reproducer where you are not seeing inlining that you
 expect to happen?
