 Since you seem to know more about what's going on here than I do (and
 because there are several other tickets of this flavor that I'd like to
 characterize), can you explain what you mean by "dependency-order"? And
 why that would make a difference as to whether runtime linking would
 succeed (but apparently not compilation)?
