I would be fine with not bringing existentials into scope. It does mean
that my original motivation for wanting to bring nested `forall`d
variables into scope with `ScopedTypeVariables` would go away (in #14288).
Of course, this would have the distinct upside that we could fix #14288 by
changing no code and simply adding documentation, which is nice. :)
