 Yes, I encountered this using stack-1.5.1, (at that time the latest stable
 version I believe).
 And I only encountered the same issue in base because I (tried to) setup
 my own hackage mirror to workaround this issue.

 Now using stack-1.6.1 it all works again.

 But the big surprise was that this upload of integer-gmp to hackage broke
 stack's promise of reproducible builds.
 (Even using snapshots dated well before the upload of integer-gmp)
