Comment (by adamse):

 Doing some more investigations it might make more sense to add the docs to
 `HscTypes.ModIface` in a fashion similar to how Haddock does in its
 `Interface` type. This would also add the possibility of docs for
 unexported entities as Haddock currently supports.
