Comment:

 This would be a very strange issue if it were reproducible.

 You are saying the GHC directory is present after you unpack the .tar.bz2
 file, but doesn't get installed when you run 'make install'.

 Can you try with ghc-7.10.2?

 The `DESTDIR=/sw` shouldn't be needed if you specify a `--prefix` to
 configure.
