 Are you using secure PLT? This might be done as part of hardening.

 In the ABI specs p 108 relocations {{{R_PPC_REL16*}}}:
 ''These relocation types are used to compute the distance between a symbol
 address and the current address. These relocations types are used under
 the '''Secure-PLT ABI''' to compute the address of the .got section
 because the link editor knows the fixed distance between the
 _GLOBAL_OFFSET_TABLE_ symbol and an address in the .text section.''
