Comment (by George):

 This resolution is fine with me as I am no longer seeing this problem, but
 the wiki does say: "If you encounter this without touching any files after
 typing 'make', then it's probably a bug in the build system.". I believe
 this was the case for me but I'm not sure. If it does happen in the future
 I'll be sure to better describe the circumstances.
