 Sorry for late reaction, somehow missed the mail. `lintAnnots` should only
 do something with `-dannot-lint` enabled. It will then be *very*
 expensive, because it runs every Core pass twice, and diff'ing Core can be
 almost arbitrarily costly.

 That being said, without `-dannot-lint` we should really have `lintAnnots
 pname pass guts = pass guts`. Not quite sure though how we get that much
 individual allocation on it, I'll investigate.
