 I think your plan (of more defaulting to `*`) would break less code, but I
 think that someone saying `Proxy Proxy` without thinking about kinds yet
 specifying `PolyKinds` has made a mistake. After all, the goal is to make
 the `TypeRep` for `Proxy :: * -> *` and `Proxy :: Bool -> *` different. We
 should expect the user to specify which one they want.
