 This bug is introduced with kind equality patch, at this line:
 https://github.com/ghc/ghc/blame/6746549772c5cc0ac66c0fce562f297f4d4b80a2/compiler/iface/MkIface.hs#L1415
 (also related with lines 1422-1424). CCing Richard.
