 Chosen `MinGW-w64` build for this are the `dongsheng` daily builds from
 the `MinGW-w64` repository. Which avoids the issues mentioned in #9014 .

 The `GCC` versions will be upgraded to `5.1.1`.

 To be complete the `dongsheng` builds contain:
