Comment:

 I doubt that this would be easily implementable, the RTS assumes that
 worker threads are interchangeable and I think it would be difficult (and
 error-prone) to change that assumption.  The right way to deal with
 thread-local state is to use a bound thread (`forkOS`).  Is that a
 problem?
