New description:

 It's possible to declare a toplevel unboxed value with a pattern synonym,
 which causes a panic:

 {{{
 {-# LANGUAGE PatternSynonyms, MagicHash #-}
 pattern P = 0#
 }}}

 (compare with error on `x = 0#`). `pattern P <- 0#` seems to work fine.
