 I believe `mingw32_HOST_OS` is defined on 64-bit Windows.  The full
 platform name is `x86_64-unknown-mingw32`, i.e. `mingw32` is the OS.

 You can test this with `ghc --info` on your 64-bit Windows GHC.

 If `memchr` is clobbering allegedly callee-saves registers, then either
 `memchr` is wrong, or our idea of what is callee-saves is wrong.  Which is
 it?
