 This appears to be the problem. The `install-sh` detected by configure
 needs to be an absolute path so that it can be invoked by sub-Makefiles.

 Do you have `..` in your PATH? Looks like that could cause this. (Though I
 am just judging from what happens on Linux; I have no familiarity with
 Windows.)
