 The last commits regarding dynamic-too on Windows are from May 25:

 1. Revert "Fix -dynamic-too on Windows"

 2. Don't try to use -dynamic-too on Windows
 https://github.com/ghc/ghc/commit/20d8e8c3e15c9d559db32c2ce1e9caf31572e5d8.

 Perhaps the second was intended to do this, but it looks it is
 insufficient for this.
