 So, we have Win64 GHC completely broken on Windows 8 and semi-broken on
 Windows 7.

 Ian, since you leave GHC HQ, could you, please, clarify if you intend to
 fix this or describe more or less precisely realistic ways for somebody
 else to fix this.
