 The sync-all script tries to detect Windows but is failing.

 Also when the subsequent build fails to unpack `ghc-tarballs`, it somehow
 recovers and proceeds, leading to obscure subsequent fallout.

 Can't be hard to fix; but the fallout from failure is bad.
