[ghc-steering-committee] Please Review: Type applications in patterns (#126), Shepherd: Iavor again

That's OK---it is fun to be the shepherd for proposals that I am
enthusiastic about, and I think that both of these are a good idea and, as
you say, they are somewhat related.
