Upcoming GHC 9.6.5 release

Hello all,

We are currently in the process of preparing the 9.6.5 release, which
we plan to release before the end of the month.

If you would like any patches to be considered for inclusion into this
release, please ensure that the corresponding MRs are marked with the
~"backport needed:9.6" label.

Requests for any submodule updates should be made on the release
tracking ticket: https://gitlab.haskell.org/ghc/ghc/-/issues/24501
