Upcoming GHC 9.6.4 release

Thanks for raising this Moritz. We decided to do the release in December
before we are busy with other matters in January like the 9.10 fork.
However, we do see the burdern this would place on distributors to react
just a week before the holidays.

We have decided to push the release date to the first week of January
2024.

Please note that we still plan to finalise the release branch by
mid-December so what I said originally about marking patches for
backport ASAP still applies.
