GHC 7.8.4 for Windows 32bit

Sorry about that; at the time I was having trouble with my build bots
and I've continuously had trouble remoting into the Win32 machines I
have... The 64bit build bots worked fine, but the 32 ones consistently
had flaky internet connectivity, to the point I couldn't bootstrap GHC
itself. I tried yesterday again, and seem to have fallen pray to
something else (which makes it so I cannot RDP in at all right now, it
seems).

I've actually assembled a new PC here (that I have not yet installed
Windows on) however, so hopefully I can shortly get binaries up.
