    Make simplifyInstanceContexts deterministic
    
    simplifyInstanceContexts used cmpType which is nondeterministic
    for canonicalising typeclass constraints in derived instances.
    Following changes make it deterministic as explained by the
    Note [Deterministic simplifyInstanceContexts].
