Make it easier to build Hat from the ordinary top-level Makefile.

There are now some new targets just like in Makefile.hat:
    hat        (hat-ghc       hat-nhc)
    hat-trans  (hat-trans-ghc hat-trans-nhc)
    hat-lib    (hat-lib-ghc   hat-lib-nhc)
    hat-tools  (hat-tools-ghc hat-tools-nhc)
