Notepad editor, & prefix

Hi,

This patch puts an & in front of the default notepad editor on
Windows, to make it open asyncronously. In Windows its very unusual
for an editor to block like it does with WinHugs, I tried to turn it
off when I encountered it first (years ago), but never figured out
how. By default non-blocking opening is much better.
