win32 test installer

contains a test Windows Installer (i.e., .msi). Includes
HOpenGL support. Reports of installer bugs & other
issues most welcome.

I've got one or two changes to make on the doc front
(include .hlp and HTMLHelp versions of the users_guide) +
fix WinHugs so that it'll be able to locate the documentation.
Other than that, I _believe_ we're close to being ready on the
Windows side.

btw, for the curious, the installer was created using a Windows
Installer creator tool I wrote here at Galois a while back. Not
yet publically available.
