 Second paragraph:

 "See
 [http://www.haskell.org/haskellwiki/Cabal/How_to_install_a_Cabal_package
 How to install a Cabal package] for instructions on installing the
 packages you find here. There is also an experimental command-line tool
 that makes this easier."

 The linked page tells you to check if there's a distro package available
 and if not to use cabal-install. Given that and the fact that cabal-
 install is shipped with the Platform, we can safely say it's not
 experimental anymore. The simplest solution is to scrap the second
 sentence. Or, we could copy some piece of the wiki page over.
