 I don't think this is possible because ghc never gives us the source code
 output of top level TH splices, so there's no source that we can actually
 pass to haddock.

 Perhaps with haddock 2.0 using ghc more intimately this may become
 possible. In either case I think it's not something we can fix in Cabal.
