[C2hs] ANN: C->Haskell 0.13.2

Version 0.13.2 fixes a couple of bugs, adds a directive --output-dir (or
-t) to specify the directory where all generates files go[1], and
generally cleans up the method used to determine where generate files
are stored.  More at
